Cash Transfers to Poor and Vulnerable Households in Nigeria: A Critical Analysis of the Gender Mainstreaming Approach

In 2016, the Federal government of Nigeria under President Muhammadu Buhari established National Social Investment Program (NSIP), including Cash Transfers (CTs) to tackle poverty in country and prevent vulnerable households from falling further down line. The CTs program, known as Household Upliftment (HUP) targeted poorest poor for 6 years (2016-2022) by giving N5000 monthly “poor” across 36 States Capital territory. As stated Safety Nets Project (NASSP) Manual, cash transfer implementation was guided gender action plans designed line with mainstreaming strategy, whose objective is ensure equitable representation participation program all genders. This paper seeks address two important research questions; what are specific ways approach used design program? Is transfers approach?
